Implementation Opinions of the Municipal Government on Further Accelerating Development of the Huaiyang Cuisine Industry

The people’s governments of all counties and districts, various municipal committees and bureaus, and various units directly under the municipality,
The following implementation opinions are hereby proposed in order to fully explore and give play to the advantages of our city’s food resources, inherit and promote the food culture of Huaiyang cuisine, accelerate declaration and establishment of the “City of Gastronomy”, promote integration of food and beverages, planting and breeding, food processing, tourism culture creation and exhibition and sales and further propel development of the Huaiyang cuisine industry.

I. General requirements
(I) Guiding ideology.
Guided by the needs of the masses, led by brand creation and driven by innovation of dishes, give play to the role of “being guided by the government and being promoted by the industry”, perfect the standard of the Huaiyang cuisine system, enrich the development connotation of Huaiyang cuisine, expand the scale of the Huaiyang cuisine industry, enlarge the effect of Huaiyang cuisine as an important business card of our city in opening to the outside and strengthen the tractive effort of Huaiyang cuisine in facilitating industrial integration.

(II) Development goals
Strive to achieve an average annual growth of 10% in the turnover of the city’s catering industry by 2022. Expand the influence of famous dishes among Huaiyang cuisine, study and develop a batch of new dishes of Huaiyang cuisine, evaluate to select a number of famous restaurants in Huai’an, form a batch of Huaiyang cuisine leading enterprises with sales exceeding RMB 100 million, launch a batch of Huaiyang cuisine masters, develop a batch of food culture blocks with local characteristics, and preliminary complete construction of a famous city where the catering industry is booming, the cate clustering district has reasonable layout, the upstream and downstream industries are equipped with sufficient supporting facility, the catering enterprise has high management and service level and the food brand enjoys good reputation to promote construction of the “City of Gastronomy”.

II. Main tasks
(I) Accelerate construction of the Huaiyang cuisine brand
1. Conduct the “Huaiyang Cuisine Brand Restaurant” selection campaign. Set up Huaiyang cuisine selection criteria, and annually name a batch of “Famous Huaiyang Cuisine Restaurants” and “Characteristic Huaiyang Cuisine Restaurants” to give full play to the demonstration and leading role of excellent catering enterprises in market exploration, dish innovation, talent cultivation and brand building. In addition, continuously improve the service quality. 

2. Implement the catering quality improvement project. Implement the “Small-size Catering Standard Improvement Project”, promote construction of “the provincial catering safety demonstration street (restaurant)” to improve the safety level of consumption food and create a city image of “Healthy and Safe Huaiyang Cuisine”. Encourage to introduce the “4D” and “five-frequent” management modes to guide catering enterprises to make use of information technology to save the food processing process to improve the coverage of “Transparent Kitchen with Clean Kitchen Range”. 

3. Encourage development and innovation of Huaiyang cuisine. Based on the concept of “inheritance, development, compatibility and innovation”, promote innovation of dishes of Huaiyang cuisine to generate a group of famous dishes of Huaiyang cuisine combining traditional taste with health regimen. Support catering enterprises to set up new dish research and development institutions, strengthen study on dishes of Huaiyang cuisine and improve the quality of Huaiyang cuisine to meet demands of vast consumers. 

  • Strengthen construction of Huaiyang cuisine standardization. Encourage the local industry associations, well-known catering enterprises and related institutions in this city to study and improve the Huaiyang cuisine standards, and gradually establish a standardization system that integrates food materials, cooking and services, so as to promote the standardization process of Huaiyang cuisine around the whole city. 
  • Strengthen study on Huaiyang cuisine culture. Encourage catering enterprises, professional colleges and universities, as well as industry associations, to set up Huaiyang cuisine culture research institutions, extract and purify the culture spirit of Huaiyang cuisine, explore the humanistic connotation, publicize and promote “food stories” and publish high-quality papers and monographs, to improve the cultural taste of Huaiyang cuisine. Moreover, strengthen protection and inheritance of Huaiyang cuisine culture. 

6. Build Huaiyang cuisine blocks. Accelerate planning and construction of Huaiyang cuisine blocks, attracts commercial resources, expand the scale of the industry, enhance the market vitality, and promote the catering clustering development. Carry out identification of food demonstration blocks so as to gradually cultivate a number of characteristic restaurants that focus on catering and incorporate leisure and entertainment factors, and strive to build food blocks with deep food culture, complete supporting facilities and standardized and orderly management environment. Meanwhile, continuously promote construction of the “Village with Delicious Food” according to the specific food resources of various countries and districts. 

(II) Propel reform and development of Huaiyang cuisine
1. Accelerate development of “Internet + catering”. Guide traditional catering enterprises to employ modern management methods to strengthen service innovation, management innovation, market innovation and business model innovation, develop new catering forms, develop online marketing, online ordering, electronic payment, food appreciation, customer reviews and other service functions to achieve synchronous development of online and offline catering services to improve the market competiveness of catering enterprises. 

2. Strengthen construction of platform carriers. Magnify the effect of the Xuyi Lobster Festival, the Hongze Crab Festival, the Jinhu Lotus Festival and the Hongze Margaryamelanoides Festival and other food festivals, and continue to carry out the “Huaiyang Cuisine Master Invitational Tournament”, “Family Cooking Competition” and other activities through the food fair and other platforms, so as to create a deep atmosphere of being led by festivals, being supported by enterprises with participation by the masses to improve the influence of Huaiyang cuisine. 

3. Cultivate and strengthen leading enterprises. Vigorously introduce well-known enterprises at home and abroad and then develop leading enterprises engaged in Huaiyang cuisine development together with catering enterprises in our city by means of combination or reorganization, actively go out of Huai’an, strengthen enterprises, enlarge the scale and form a batch of large-scale enterprises with famous brands and international competiveness as soon as possible. Support Huaiyang cuisine backbone enterprises to give full play to their feature advantages, and develop chain operations in the form of direct operation and franchise to increase the market share. Guide key catering enterprises to strengthen brand awareness, enhance intellectual property protection work, enlarge the feature advantages, and strive to create famous restaurants in China and famous trademarks in Jiangsu Province. 

4. Revitalize catering enterprises with “time-honored brands”. Focus on seek for Huaiyang cuisine restaurants with “time-honored brands”, promote integration of traditional culture with modern life rhythm, accelerate innovation of business forms and management models, and striving to form the development patter characterized by “same importance attached to protection and development, synchronization of inheritance and innovation, and economic and cultural co-prosperity”, to increase the core competiveness of catering enterprises with “time-honored brands”. Reliably perform excavation, protection and innovation of Huaiyang cuisine non-heritage dishes and traditional specialties, and accelerate the pace of Huaiyang cuisine to apply for the world intangible culture heritage. 

(III) Strengthen cultivation of Huaiyang cuisine talents
1. Strengthen talent cultivation. In accordance with the mode of “being guided by the government and directed by the industry with cooperation between schools and enterprises”, give full play to the advantages of our city’s educational resources, strengthen construction of Huaiyang cuisine talent team, develop secondary vocational education and higher education focusing on cooking, and form the talent support system matched with the Huaiyang cuisine industry development as soon as possible. Encourage vocational colleges to carry out various forms of Huaiyang cuisine skill training, job skill improvement and entrepreneurship training open to the society, and strive to cultivate a group of high-skilled culinary talents. Meanwhile, provide the support for the relevant colleges and universities in our city to carry out research on topics in relation to Huaiyang cuisine. 

2. Implement the “Famous Huaiyang Cuisine Chef and Master” Project. Continue to properly run the Huaiyang Cuisine Skill Competition, carry out the exchange of skills involved in Huaiyang cuisine, evaluate and commend a group of famous Huaiyang cuisine chefs, actively organize participation in national and international skill competitions, and expand international exchanges and cooperation concerning Huaiyang cuisine. Set up Huaiyang cuisine masters and cultural master studio to focus on cultivating leaders. 

3. Attach importance to human resource management of enterprises. Guide Huaiyang cuisine enterprises to establish and improve the staff training system and organize employees to participate in job training and continuing education to improve the overall quality of the workforce. Strengthen protection of employees’ labor rights and interests and carry out all kinds of activities to enhance the sense of honor and belonging of employees. Intensify introduction of high-level catering management professional managers so as to improve the overall marketing and management level of enterprises. 

(IV) Promote integrative development of the enterprise
1. Integrate with the tourism industry for development. Choose a batch of featured gourmet blocks, famous restaurants with “time-honored brands” and specialty food and beverage demonstration restaurants as tourist attractions to develop, form special delicious food tour routes in Huai’an, and compile Huai’an’s “Map of Delicious Food”. Relying on urban cultural heritage resources, launch products of “delicious food + cultural creativity”, to promote Huaiyang cuisine, the tourist industry and the cultural creativity industry for joint development. 
  • Integrative development with industries. Increase the development level of raw material production, food processing and cold-chain logistics, promote development and application of high-end food, health food and functional food, accelerate the pace of industrialization of Chinese food, and facilitate the industrialized production of Huaiyang cuisine. Enhance the standardization level of famous Huaiyang cuisine snacks, classic dishes and special raw and auxiliary materials, achieve centralized purchase of raw and auxiliary materials, unified production and unified distribution of products, and form an integrated industrial system covering “production, purchase, supply, storage and sales” to improve the driving ability of the industry. 
  • Integrative development with agriculture. Vigorously develop the efficient planting industry to plant high-quality rice, fruits and vegetables, the green aquaculture to farm shrimp, crab and fish, and the healthy breeding to breed black pigs and poultry, demonstrate and promote high-quality varieties and organic production technologies, accelerate construction of a batch of large-scale, standardized and green agricultural production bases to cultivate the public brands applied to the “Huaiyang Cuisine with One Thousand Year History ” agricultural product area. 

(V) Strengthen publicity and promotion of Huaiyang cuisine
1. Strengthen transmission of Huaiyang cuisine culture. Formulate the Huaiyang cuisine publicity plan, actively carry out cultural exchange activities, and use newspapers and periodicals, radio and television, Internet and other multiple promotional media to intensify promotion of Huaiyang cuisine. Produce a batch of Huaiyang cuisine marketing and brand promotion and publicity products suitable for long-term promotion, including Huaiyang cuisine publicity film, Huaiyang cuisine dish map, Huaiyang cuisine dish story, Huaiyang cuisine dish tourism boutique route, and Huaiyang cuisine production demonstration video. Summarize and promote the development experience of Huaiyang cuisine, show the development achievements of Huaiyang cuisine, enhance the popularity of Huaiyang cuisine, and expand the influence and competitiveness of Huaiyang cuisine. 

2. Strengthen the international exchange of Huaiyang cuisine. Give full play to the advantages of China (Huai’an) International Food Expo as a platform, carry out food exchange activities among Huaiyang cuisine clustering areas and cities, and support Huaiyang cuisine enterprises and industry associations to participate in international major food brand festivals. Organize the “Huaiyang Cuisine Overseas Tour” activity, arrange cooking masters and Huaiyang cuisine non-heritage inheritors to participate in overseas Huaiyang cuisine cooking performances, and demonstrate Huaiyang cuisine to the whole world. Hire a group of domestic and foreign social celebrities, entrepreneurs, culinary masters and gastronomes as “Huaiyang Cuisine Culture Communication Ambassador” to improve the international popularity of Huaiyang cuisine. 

(VI) Promote construction of the “City of Gastronomy” 
Implement the “City of Gastronomy” construction action plan, accelerate construction of the “City of Gastronomy” project, deepen international exchanges and cooperation, and form a new pattern in which construction of the “City of Gastronomy” leads cultural development of the food industry so as to send voice and make contributions to enhancing, promoting and demonstrating the new urban development concept by Huai’an. 

III. Guarantee measures
(I) Strengthen organizational leadership. As planned by the Organizing Committee of China (Huai’an) International Food Expo, establish a joint coordination mechanism to promote development of the Huaiyang cuisine industry. The governments of all counties (districts) and the relevant departments of the city shall, in accordance with their work tasks, formulate the corresponding industrial development implementation plans, and clarify the specific goals and work measures, to ensure that all work concerning the Huaiyang cuisine industry development is carried out in an orderly manner. 

(II) Intensify support
1. Increase financial support. The urban financial department allocates special funds for development of the Huaiyang cuisine industry every year to support its development. The government of each county (district) shall, in combination with the actual situation, provide the corresponding funds to support development of the Huaiyang cuisine industry with focus on supporting Huaiyang cuisine brand promotion, talent team building, food block construction, as well as Huaiyang cuisine research and development and publicity. In addition, the urban development and reform committee, the commercial bureau, the agriculture and village bureau, the human resources and social security bureau and the culture, radio, television and tourism bureaus shall allocate more funds to the Huaiyang cuisine industry. 
  • Improve financial support. Encourage financial institutions to carry out innovative businesses such as mortgage loans, intellectual property pledge loans, and bank-guaranteed cooperation based on characteristics of catering enterprises, and apply those loans to upgrading enterprises’ business facilities, opening outlets, purchasing production equipment, and building distribution centers to effectively meet the financing needs of catering enterprises. Strictly implement various preferential policies and improve the related supporting financial services. Financial institutions shall give priority support to the recognized city-level Huaiyang cuisine leading enterprises. 
 

3. Reduce the burden on enterprises. Simplify the procedures for approval of lighting and advertising settings for catering enterprises, and standardize and improve the advertising forms of restaurants with “time-honored brands”, famous Huaiyang cuisine restaurants and delicious food blocks. Meanwhile, provide convenience for operation of business outlets selling breakfast and snacks at night and temporary parking. 

(III) Play the role of the association
Support the development of the association by the means of the government purchasing services and encourage the catering (cooking) industry association to play the role of industry service self-discipline and coordination, to promote development of the Huaiyang cuisine industry. Under the leadership and effective supervision of the government, mobilize enthusiasm and initiative of intermediary organizations to participate in the catering industry’s investigation and research, skill training, business technology rating, preparation of relevant standards, organization of cooking events, technical exchange, and recommendation and identification of famous Huaiyang cuisine restaurants, maters and dishes. 

(IV) Strengthen food safety supervision
Strictly implement the Food Safety Law and other laws and regulations, strengthen the catering enterprises to fulfill their entity responsibilities, further strengthen the catering service food business license, network catering service supervision and catering service quantization and grading management, promote the catering enterprise credit system construction and improve the food safety level.
